Spirit of Taiwan Concert

February 28th is the National Peace Memorial day of Taiwan.

After the Japanese surrendered in 1945, the Governor General Office from China sent by the Chinese Nationalist government (also known as KMT) set up in Taiwan to replace the Japanese Colonial government with the exact same institutions. They held privileged positions and had no concern of the welfare of the people, even discriminated the Taiwan residents. The KMT dictatorship abused its authority and made profit for itself and its associates. At the same time, corrupt governance and the Chinese Civil War (fought on Mainland China) also caused serious inflation. People couldn’t live in peace and the anger was slowly building up. This tension eventually led to an island wide massacre in two years.

On February 27th, 1947, an officer injured an elderly lady who sold illegal imported cigarettes for living, and killed a passerby accidentally during his duty. The people gathered for discontent and demanded justice but were responded with brutal put down. On the next day, more people got killed without warrant during their street demonstration, and caused a greater violent conflict between the governor general and residents. The Governor General tried to pacify the angry mass, but on the other hand, he requested reinforcement from the central authority of China. Troop 21 was shipped to Taiwan as the residents were still attending conciliation meetings and thought things were going to end in peace. Troop 21 was sent to Taiwan for one reason, to put down all dissidents by any means necessary. The troops stared massacring people from north to south of Taiwan without bring them to trial. Martial law was ordered on March 10, and caused millions of innocents dead. This was the 228 Massacres.

60 years later, through the process of democracy, Taiwan has become up a society with freedom and human right through decades of struggle of the people. February 28th was established as the National Peace Memorial Day of Taiwan.

In order to stress the importance of peace and human right, TRA Music devoted in holding the "Spirit Of Taiwan" every year since 2000. Its aim is to remind the young people in Taiwan that we must be aware in peace time, to cherish the democratic society, human rights, and the value of freedom as they are not for granted. Many well-known artists and bands including the popular band Softball from Japan, Frenzal Rhomb from Australia and other Taiwan celebrities has supported the concert, and was interviewed widely by mass media in Taiwan.

On the other hand, TRA also held activities to educate the young Taiwanese on the current development of democracy movement around the world, as well as human rights struggles. This year, a big part of our focus is on the “Transitional Justice” of those countries and peoples that have experienced and practiced. We hope to introduce these experiences to the young citizens and provide them with perspectives from other young democracies. This would give the young Taiwanese citizens to have a global perspective and keep the human rights development of Taiwan progressive, thus making Taiwan a more peaceful society without the haunt of the authoritarian past.

Every Year, a big part of the profits of this festival will be donated to organizations dedicated to human rights such as Taiwan Association for Human Rights, Forum Asia Democracy, and Amnesty International. These organizations are vital to the rescue and support of people who still suffer from the oppression of human rights by the authoritarian regimes in the world.

告別威權統治時代十餘年，台灣公民現在享有民主、自由與人權；然而，我們卻未能真正揮別過去的悲情，反而讓歷史的糾結造成嚴重社會對立。

台灣雖已經告別威權統治，然而包括政治受難者的平反、威權時期黨國體制下執政黨所侵占的國產民產之歸還、舊時代的陳腐法令之修正、國家社會符號去威權化…等等，這些威權時期所留下至今仍然戕害社會公義的問題卻未被正視、積極對話與解決。

這些問題未被積極解決，其結果就是威權統治者與被統治的人民乃至各族群之間的心結難解甚至越來越糾結，造成社會長期的對立，而國家的正義也難以被伸張。

1962年，非洲內陸國家盧安達告別比利時的殖民統治而獨立。然而獨立後，盧安達並未積極解決國內「胡圖族」與殖民時代外來統治階級「圖西族」之間因歷史、政治、經濟和社會地位差異產生的種族問題，時間非但沒有沖淡仇恨，反而擴大了族群間的猜忌和摩擦。終於在32年後，1994年發生了胡圖族屠殺圖西族一百萬人的種族滅絕悲劇。

我們應該省悟，時間無法淡化歧見。
我們應該驚覺，擱置問題，只是讓問題更複雜而難以解決。

民主國家面對極權專制時代違反民主、人權與正義的作為所遺留下的許多問題，需要公民與朝野政黨拿出智慧與勇氣去面對，並節制這段處理過程的情緒，避免讓正義成為報復的手段，用理性去實現國家的正義，這就是「轉型正義」；實現轉型正義，國家的民主自由與人權的價值才能真正被穩固。放眼歐美許多第三波民主國家都曾經歷轉型正義的過程，台灣無可迴避，也不能迴避。 智慧、勇氣、節制與正義，這正是希臘哲人柏拉圖所謂的理想國家的四大基石，相信這也將是台灣公民實現理想國家的積極態度與信仰價值。

正義無敵運動之目的：

• 藉由支持轉型正義理念的音樂人與主題影展，引介台灣青年認識轉型正義、支持轉型正義，並對轉型正義相關議題做各種面向的分享與討論。
• 以公民的理性力量與藝文的柔性力量，推動朝野政黨誠懇合作實踐轉型正義，並凝聚長期力量，協助組成民間社團對轉型正義做長期的投入與監督。
